Why did they give an ‘insurrectionist’ immunity?

The media, the government, no one seems interested in Ray Epps. He was the leader of the insurrection, that they and the House have been obsessing about the past year. But they don’t seem interested in Ray Epps. Not curious at all. They’re giving schmoes 4 years, but they won’t even arrest the ringleader. Just seems odd.
